Supported Accommodation

Supported Accommodation provides housing alongside support for individuals who require a stable living environment but do not need regulated care.

In most models, the provider is responsible for the property itself — through ownership, lease, or management arrangements — as well as the day-to-day support delivered within it.

Such services are commissioned by Local Authorities and the NHS through Dynamic Purchasing Systems (DPS) and Frameworks.

FAQs

For adult supported accommodation, CQC registration is not required unless personal care is being delivered as part of the service. For providers supporting 16 and 17-year-old looked-after children or care leavers, Ofsted registration has been mandatory since October 2023. We confirm the regulatory requirements for each specific opportunity as part of our eligibility review. If you do not currently hold the relevant registration, we may be able to assist in connecting you with a supported living provider to bid as a consortium — enquire about this on your discovery call.

No. Providers can own or lease the property. What is typically required is that the property is formally managed by your organisation and that you can demonstrate responsibility for the tenancy and housing arrangements.

HMO licensing is required where a property is occupied by multiple unrelated individuals sharing facilities. Whether it applies depends on your property type, the number of occupants, and your local authority. We check HMO licensing requirements as part of our eligibility and compliance review.

Most tenders require verifiable experience of managing accommodation and delivering support to the relevant client group. This typically means being able to provide references from previous commissioners or clients. Requirements vary by opportunity — we confirm what is needed as part of our eligibility review.

Supported accommodation is commissioned by both local authorities and the NHS. Opportunities are typically advertised through Dynamic Purchasing Systems (DPS) and Frameworks.

Supported living is a specific model where the individual holds their own tenancy and receives care and support separately from their housing. The accommodation and the support are arranged independently of each other. Supported accommodation is a broader term — it refers to housing where support is provided alongside the accommodation, and the individual does not necessarily hold their own tenancy. Examples include homeless hostels and domestic abuse refuges. If you are unsure which category your service falls under, raise it on your discovery call and we will clarify.

It depends on the tender. Some set a fixed rate which you accept or decline. Others ask you to submit your own rates using a provided template. We cover the commercial section in detail at the kickoff call. You can also read more on our Tender Commercials page.
